Prior to formation of FCIREA, issues of revision of existing Pension Scheme and Medicare Scheme for retired employees (Executives/ Non-executives of CIL and SCCL (Singareni Collieries Company Ltd) were being regularly discussed during meetings of all the existing associations/unions of CIL executive / non-executives including ‘Coal India Retired Officers Welfare Association’ (CIROWA), Nagpur.
Late J N Singh (Ex. Director personnel (WCL & SECL), and Ex. Secretary Gen. of Coal Mines Officer’s Association of India (CMOAI) started taking up the above issues at different forums of CIL, Ministry of Coal including the Prime Minister’s Office. since 2007. Stalwarts of coal industry namely, Late K C Vij, Shri G C Mrig, Shri U Kumar, Shri Partho Bhattacharya, Shri CH Khisty, Shri CKVN Rao and many others supported the move but nothing tangible could be achieved till 2013. Except a Medicare Scheme for retired executives came into operation from the year 2008-2009.
Under the leadership of Late J N Singh, a meeting of retired executives of Coal industry was conducted in August 2013 at Delhi, which was also attended by many representatives of other existing associations of retired employees (Executive/ Non-executives) who came forward and agreed to support the cause of revision of pension and medical facilities of retired employees of the coal Industry.
It was decided to take legal action for Pension revision. It was unanimously decided to approach the existing associations operating in different states of India and form a federation for this cause under the name of‘Federation of Coal Industry Retired Employee’s Association’ (FCIREA). Shri O P Miglani and Shri M L Bhasin were instrumental in arranging the registration of the federation in 2014 in the office of charity Commissioner, Nagpur under Societies Registration Act, 1860.
After exhausting all administrative channels, the federation filed a petition in supreme court of India at New Delhi in February 2015. Honourable supreme court transferred the case to High court Delhi on 28.02.2015 and ever since the case (W.P(C) 3118/2015) is pending there.
After the demise of Late J N Singh on 24th March 2021, Sri R B Upadhyay, who has been associated with Late J N Singh in dealing the court case in Honourable Supreme Court & High Court, has taken over as President of the ‘Federation of Coal Industry Retired Employee’s Association’ (FCIREA).
Besides carrying out other responsibilities as President of FCIREA, he is also coordinating the pending litigations in Delhi High Court in the matter of upward revision of pension of all the retirees of coal industry.
